The Clearwater Mountain Tribal Authority — Code Enforcement Division — serves permit applicants, licensed contractors, and council members operating within the exterior boundaries of the Clearwater Mountain Reservation, including trust lands and fee-to-trust parcels in Summit and Ridgeline Counties.

Identify Your Project Type

Chapter 2 — Definitions

Before anything else, name what you are building. Tribal code distinguishes new construction, additions over 200 sq ft, accessory structures, commercial use changes, and signage separately — each triggers a different permit pathway. If you are unsure, use the project-type checklist below.

Field note: Additions under 200 sq ft may qualify for an over-the-counter permit issued same day.

Check the Zoning District Map

Chapter 4 — Zoning

Every parcel on the reservation sits in one of six zoning districts: Residential Low Density (RLD), Residential Medium Density (RMD), Agricultural, Commercial, Cultural Preservation, or Industrial. Your district determines setback minimums, height limits, and whether a variance is required before you can proceed.

Field note: Setbacks from waterways and tribal cultural sites carry additional buffers not shown on the standard map — confirm with the office before staking.

Code Library

The Clearwater Mountain Code is organized by trade and use type. Download only the chapters that govern your project — structural, mechanical, electrical, fire suppression, and plumbing are separate documents. All chapters reflect the 2024 Tribal Adoption incorporating IBC amendments with sovereign modifications.

Field note: County codes do not apply within reservation boundaries. Contractors must reference tribal adoptions, not state amendments.

Submit for Review

Form CE-01

Bring your completed application, two sets of site plans drawn to scale, and the applicable code chapter with your scope of work highlighted. Reviews are conducted Tuesday and Thursday mornings, 8:00 AM – 12:00 PM. First-time applicants are encouraged to request a pre-application meeting — no cost, no obligation.

Field note: Review turnaround is 10 business days for residential, 15 for commercial. Incomplete submittals restart the clock.
